The ESRD network system was developed by federal officials to organize the oversight of ESRD care and collect data efficiently.

There are 18 ESRD network organizations, which, collectively, monitor specific geographic areas of the continental United States and its territories. The Trans-Atlantic Renal Council, Network area #3, covers New Jersey, Puerto Rico and the U.S. Virgin Islands.

Although all network organizations meet federal contract requirements they differ somewhat according to local perceived need and emphasis. All are separately incorporated with different by-laws, their own governing bodies and staff.
